Chinese tech stocks are rallying after top government officials indicated a shift from reining in the companies’ influence to helping them grow and strengthen China’s position on the world stage.

Chinese Premier Li Qiang offered his support to senior tech executives including Alibaba, Douyin and Xiaohongshu in a meeting on Wednesday in Beijing, while the country’s state planning agency praised groups including Tencent and Meituan for bolstering the country’s semiconductor efforts.

Li encouraged platform companies to maintain firm confidence, keep innovating and improve their international competitiveness, and better empower the development of the real economy, saying that the development of the platform economy is promising as China builds a modern socialist country in all respects.

He also called for lowering the legal operational costs for enterprises and promoting a sound business development while establishing and improving a communication mechanism with enterprises, aiming to further promote the standardized, healthy and sustainable development of the platform economy.

The premier called on relevant authorities at all levels to create a fair and competitive market environment, along with improved policies, and establish a sound, transparent and predictable regulatory system for normalized regulation.

China's top 10 platform companies in terms of market valuation have stepped up investments in fields such as chips, autonomous driving, new energy and agriculture in the first quarter of this year, an increase of 15.6 percent compared with the previous quarter, the country's top economic planner said on Wednesday.

The National Development and Reform Commission (NDRC) vowed further support for platform operators to play a more active role in driving the economic recovery, creating more jobs and growing stronger in international competition.

China's latest push to facilitate the development of platform companies and the whole private sector will motivate Chinese entrepreneurs to double down on indigenous innovation to achieve breakthroughs in crucial technologies, shore up market confidence and inject strong impetus into the country's economic recovery, experts noted.

平台经济再迎利好消息。据央视报道，中共中央政治局常委、国务院总理李强7月12日下午主持召开平台企业座谈会，听取对更好促进平台经济规范健康持续发展的意见建议。

座谈会上，美团、小红书、海智在线、货拉拉、阿里云、徐工汉云、抖音、智联招聘等企业负责人先后发言，拼多多、京东、欧冶云商、BOSS直聘、航天云网、卡奥斯等企业负责人提交了书面发言。

座谈会上，李强给各级政府下达任务：要着力营造公平竞争的市场环境，完善投资准入、新技术新业务安全评估等政策，健全透明、可预期的常态化监管制度，降低企业合规经营成本，促进行业良性发展。并要求建立健全与平台企业的常态化沟通交流机制。

在认真听取大家发言后，李强指出，平台经济在时代发展大潮中应运而生，为扩大需求提供了新空间，为创新发展提供了新引擎，为就业创业提供了新渠道，为公共服务提供了新支撑，在发展全局中的地位和作用日益突显。

平台经济是经济稳定发展的关键抓手，数实结合的媒介和通道，更是民生保障的巨大蓄水池和压舱石。

本次座谈会，美团、小红书、海智在线、货拉拉、阿里云、徐工汉云、抖音、智联招聘等企业负责人先后发言，拼多多、京东、欧冶云商、BOSS直聘、航天云网、卡奥斯等企业负责人提交了书面发言。

在肯定平台企业作用的同时，李强指出，希望广大平台企业坚定信心向前看、练好“内功”加油干，持续推动创新突破，更好赋能实体经济发展。积极履行社会责任，加快提升国际竞争力，在引领发展、创造就业、国际竞争中大显身手。

同时，李强强调，各级政府要着力营造公平竞争的市场环境，完善投资准入、新技术新业务安全评估等政策，健全透明、可预期的常态化监管制度，降低企业合规经营成本，促进行业良性发展。要建立健全与平台企业的常态化沟通交流机制，及时了解企业困难和诉求，完善相关政策和措施，推动平台经济规范健康持续发展。

值得注意的是，国家发改委公众号同日发文《平台企业在支持科技创新、传统产业转型方面形成了一批典型案例》，其中介绍，从调研情况看，平台企业持续加大在技术创新、赋能实体经济等领域的投资力度，2023年一季度，我国市值排名前10位的平台企业通过自主投资或子公司投资等方式加大投资力度，在芯片、自动驾驶、新能源、农业等领域投资占比不断提高，环比提升了15.6个百分点。

调研报告称，平台企业通过投资不仅获得了丰厚的回报，提升了企业自身的核心竞争力，也推动了高水平科技自立自强，促进了实体经济提质增效，为推动建设现代化产业体系、促进高质量发展贡献了力量。

国家发改委表示，下一步，国家发改委将会同有关部门持续推出平台企业典型投资案例，支持平台企业在引领发展、创造就业和国际竞争中发挥更加积极的作用。

China's import and export volume of goods reached 20.1 trillion yuan in the first half of the year, up 2.1 percent year on year. This is within expectations, as the country's foreign trade sector witnessed improvement in quality amid continuous economic recovery, official data showed on Thursday. According to data released by the General Administration of Customs (GAC), the country's exports increased by 3.7 percent year-on-year, hitting 11.46 trillion yuan between January and June, while imports slightly declined 0.1 percent year-on-year to reach 8.64 trillion yuan. The country's foreign trade volume showed growth while maintaining stability, as the total imports and export volume in the second quarter increased 7 percent quarter-on-quarter to reach 10.34 trillion yuan. The readings in May and June both saw a month-on-month growth of 1.2 percent.

上半年我国外贸突破20万亿元：7月13日，海关总署新闻发言人、统计分析司司长吕大良表示，今年上半年，我国坚持稳中求进工作总基调，高质量发展稳步推进，经济运行整体回升向好，外贸进出口稳中提质、符合预期。据海关统计，上半年我国货物贸易进出口总值20.1万亿元人民币，同比增长2.1％。其中，出口11.46万亿元，同比增长3.7％；进口8.64万亿元，同比下降0.1％。

Shanghai’s Double Five Shopping Festival, introduced in 2020 to help reignite consumption in the aftermath of Covid-19, boosted the Chinese city’s offline consumption by an average of 16.2 percent per day from a year earlier. Over 7.1 billion yuan were spent daily in brick-and-mortar stores in Shanghai between April 29 and June 30, data from the Consumer Market Big Data Laboratory Shanghai showed yesterday. Sales at the 250 large retailers monitored by the Shanghai Municipal Business Development Research Center rose 6.7 percent during this year’s Double 5 shopping gala from a year earlier. Their foot traffic surged 19.4 percent.

上海“五五购物节”促线下消费：7月12日，上海市商务委召开第四届“五五购物节”总结会，据会上公布数据显示，自4月29日至6月30日，上海市线下消费日均71.3亿元，较去年购物节同期增长16.2%。上海市商务发展研究中心监测的250家大型商业企业在购物节期间的销售额较去年购物节同期增长6.7%；客流较去年购物节同期增长19.4%。“五五购物节”诞生于2020年，是上海首创的全国首个大规模综合性消费节庆活动。

Hong Kong consumers' optimism over household finances is increasing despite concerns about market volatility, with 46 percent reporting better than planned finances, marking a 20 percentage point surge from the first quarter, according to a TransUnion poll. The findings also show 62 percent are optimistic about household finances in the next 12 months, a jump from 34 percent.

Taobao and Tmall Group has recently launched the largest manpower system reform in recent years, involving employee performance and hierarchical system and many other core issues, media reported this morning. According to sources, the new system would abolish the P (Profession) sequence and the positions of levels above P8 will instead be appointed from within the organization, with them no longer subjected to level promotion and demotion, and salary and bonuses pegged to business scale and team size. China’s second-largest e-commerce platform JD.com on Thursday unveiled a large language model (LLM) for enterprise use. By combining 70 percent generalized data with 30 percent native intelligent supply chain data, JD’s latest AI model offers targeted solutions for real industry challenges across sectors such as retail, logistics, finance, health, and city. JD.com will first roll out the service, called ChatRhino, for its own use in areas including e-commerce, logistics and marketing. The company will extend the offering to enterprise clients starting in the first half of 2024, according to Cao Peng, chair of JD.com’s technology committee and president of JD Cloud.

Dalian Wanda Group is selling an 8.26 percent stake in its cinema unit to raise nearly 2.2 billion yuan as the conglomerate faces liquidity pressure. Wanda Film Holding’s controlling shareholder Beijing Wanda Investment is selling 180 million shares to Lu Lili, wife of financial information provider East Money Information‘s owner Qishi, Wanda announced Tuesday. Wanda Film said the stake sale is due to the company’s own financial needs. Meanwhile, the parent group has a $400 million bond due July 23.

Chinese small and medium-sized businesses won the most awards for the impact of their intellectual property rights on the world out of any other member country of the World Intellectual Property Organization at an award ceremony held in Switzerland on Tuesday. Shanghai Westwell Technology, which develops multi-scenario smart and green logistics solutions, and Xi'an KissFuture Network Technology, which provides digital solutions to cinemas and other kinds of entertainment firms, were recognized for their IP contributions to the world at the 2023 World Intellectual Property Organization Global Awards for SMEs.

EHang Holdings, a leading Chinese maker of autonomous vertical take-off and landing vehicles, said on Wednesday it plans to raise $23 million through a private placement of shares led by Lee Soo Man, pop music producer and founder of South Korea’s SM Entertainment. EHang and Lee will collaborate to drive the development of the company’s Urban Air Mobility business in the Asia-Pacific region, leveraging each other’s strengths, it added.

Kweichow Moutai, the world's largest distiller and most valuable spirit company, said today it expects to achieve a total operating revenue of about 70.6 billion yuan in the first half of 2023, representing a year-on-year growth of 18.8 percent. Net profit is expected to reach 35.6 billion yuan, up 19.5 percent from the same period last year.

贵州茅台预计上半年净利增两成：贵州茅台7月13日公告，经初步核算，2023年上半年，公司预计实现营业总收入706亿元左右（其中茅台酒营业收入591亿元左右，系列酒营业收入99亿元左右），同比增长18.8%左右；预计实现归属于上市公司股东的净利润356亿元左右，同比增长19.5%左右。
Shares of JA Solar Technology, the world's second-largest solar panel maker, fell despite the Chinese firm saying it expects first-half profit to have surged by 147 percent to 188 percent thanks to a jump in shipments. Net profit likely jumped to between 4.2 billion yuan and 4.9 billion yuan in H1, JA Solar said late Tuesday.

The potential growth rate of China's economy is expected to be maintained within a reasonable range, and the country has conditions to keep in place a normal monetary policy, positive interest rates as well as normal and upward yield curve, Yi Gang, governor of the People's Bank of China, the central bank, wrote in a paper published on the Economic Research Journal recently. He said the central bank will leverage structural monetary tools and step up financial support for some important but lagging economic sectors. Despite dramatic changes in developed economies' interest rates, China's monetary policy remains committed to charting its own course, with notable improvement in autonomy and effectiveness, according to Yi.

易纲发文称中国利率调控自主性提升：12日消息，中国人民银行行长易纲在《经济研究》发表《货币政策的自主性、有效性与经济金融稳定》一文中指出，在近年来全球主要发达经济体利率大幅变化的环境下，中国的货币政策没有简单跟随，而是坚持“以我为主”，自主性和有效性明显上升。中国货币政策始终运行在正常区间，实际利率与潜在经济增速大体匹配。“未来我国潜在经济增速有望保持在合理区间，有条件尽量保持正常的货币政策，保持正的利率，保持正常的、斜率向上的收益率曲线形态。发挥好结构性货币政策工具的作用，加大对国民经济重点领域和薄弱环节的金融支持。”易纲表示。

Chinese stocks rallied on Thursday with the benchmark Shanghai Composite jumping 1.3 percent and the Shenzhen Component rising 1.6 percent. Hong Kong stocks posted more big gains with the Hang Seng index up 2.6 percent, while the TECH index soared 3.8 percent.
