China’s largest banks are preparing to cut interest rates on existing mortgages and deposits, the latest state-directed measures to shore up growth in the world’s second-largest economy.

The big state-owned banks are working on reducing rates on the majority of the nation’s 38.6 trillion yuan of outstanding mortgages, representing 17 percent of banks' total loan books, according to people familiar with the matter.

A rate cut for existing home mortgages is necessary, and China Merchants Bank has been studying such a move, said Peng Jiawen, the bank’s assistant president. The biggest retail lender in China developed a contingency plan for potential reductions in existing mortgage rates, but the final plan has not been completed, he added.

The cuts are highly anticipated by investors after the central bank hinted at support in mid-July. The central bank's proposal to cut rates, which came after a wave of early repayments of mortgage debt, aims to reduce the interest rate costs for homebuyers and to boost consumption.

While China has reduced benchmark rates and pushed the average mortgage cost to a record low, most Chinese households didn’t benefit as banks won’t reprice existing loans until the beginning of next year.

Agricultural Bank of China, one of China’s largest lenders, will formulate detailed guidelines and complete the preparation of new loan contracts as soon as possible, media reported Tuesday quoting vice president Lin Li as saying at its earnings briefing.

A picture circulating on China’s social media yesterday shows that the state-owned Bank of Communication is conducting internal discussions to prepare for the mortgage rate cut.

As of June, 100 out of 343 Chinese cities have lowered the rate floor of new-home mortgages or removed the minimum required, the PBOC said in its quarterly monetary policy report on Thursday. That has brought the nation’s average mortgage rate to 4.11 percent in June, down 0.51 percentage point from a year earlier.

China has been cutting new mortgage rates since last year to boost sales in its ailing property market, but the main result so far has simply been a rush by households paying off existing mortgages early, squeezing banks' profits.

Lowering existing mortgage rates is expected to further weigh on the banking sector's net interest margin (NIM) - a key gauge of profitability - which fell to a record low at the end of the second quarter, official data showed. To soften the hit on the margins, major state banks may also lower interest rates on some fixed-term deposits.

“此次会议也强调了是内部研究会议，可能尚未有明确监管要求下达。由于居民存量房贷利率因人而异，每座城市的楼市现状、现行政策、客户情况、利率结构等又有所不同，各部门协调也要一定的时间，估计存量房贷利率下调会按节奏循序渐进地推进。”一位接近交行的人士对记者表示。

事实上，多家银行同交行一样正在做相关预案。

同样在8月29日，关于存量房贷利率调整，招行行长助理彭家文在该行中期业绩交流会上表示，从央行的发声来看，“鼓励和支持”直接变成了“指导”，判断存量房贷利率下调势在必行，是大概率事件。目前来看招行已经制定了相应的预案，但还没有最终的方案。主要考虑是现在有很多因素需要兼顾好。

当天下午，在农业银行2023年中期业绩发布会上，该行副行长林立表示，近期央行明确要指导商业银行的有序调整存量个人住房贷款利率，农行认为，一方面有利于减轻部分存量居民住房贷款客户的财务成本负担，另一方面也有利于商业银行平滑提前还款的压力，有利于平稳经营。在有关政策方案明确之后，农行将抓紧制定具体的操作细节，尽快完成合同文本的准备，加紧系统改造调整等方面的工作。

除了农行、交行和招行，此前，建设银行、平安银行、华夏银行、中信银行已经就存量房贷利率调整话题进行了回应，由于监管部门具体的指导方案还没有出台，多数银行表态正在研究，准备预案，并积极与监管沟通。

在近期陆续召开的上市银行业绩发布会上，多家银行在存量房贷利率下调等问题的回应中都提及了要“因城施策”。比如，中信银行副行长谢志斌称，在实际操作时，银行既需要考虑政策的一致性，也需考虑各地区的差异性以及利率调整力度等诸多因素。他表示，房地产政策是因城施策的，各地区按揭贷款利率差异较大，因此存量房贷利率调整确实难以实现“一刀切”的管理政策。

事实上银行最为焦灼要不要降存量房贷利率的时间点是在今年上半年，当时正处于客户提前还贷高峰，当下高峰已过，银行更焦虑的是净息差严重收窄，且趋势还在延续。截至8月29日，已有24家上市银行公布上半年净息差数据，净息差范围在1.31%至3.00%之间，与去年末相比，24家银行中，23家银行的净息差收窄，其中，6家上市银行的净息差下降0.2个百分点以上。

有券商研报预计，主要银行或于近期再次下调存款挂牌利率并同步下调内部利率授权上限，且幅度大于上轮。

• China's southern city of Guangzhou on Wednesday issued a notice allowing home buyers to enjoy preferential loans for first-home purchases regardless of their previous credit record, becoming the first out of four top tier cities to officially drop major mortgage curbs. The new rule applies to home loans contracts signed since Aug.18, 2023. The rest of China's first-tier cities - Beijing, Shanghai and Shenzhen - could follow suit, together with a dozen second-tier cities which have not eased yet. Many smaller cities have already taken steps to make it easier to buy homes.

  广州官宣认房不认贷：广州正式打响一线城市“认房不认贷”第一枪。8月30日，广州市人民政府办公厅发布《广州市人民政府办公厅关于优化我市个人住房贷款中住房套数认定标准的通知》，决定自8月30日起，对于居民家庭在购买商品住房时，在当地没有名下成套住房的情况下，不论之前是否已通过贷款购房的，都将按首套住房执行相关住房信贷政策。同时，广州规定了新规执行时间：2023年8月18日0:00后签订个人住房贷款合同的，按新政策执行。

• China's State Council has released a plan to boost the high-quality development of a sci-tech innovation cooperation zone jointly developed by the southern tech hub Shenzhen and the Hong Kong SAR. The Development Plan for Shenzhen Park of Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone comprises a total of 30 measures, covering such areas as the development positioning, objectives, overall layout and infrastructure layout of the Shenzhen Park, as well as the collaboration with Hong Kong to promote international I&T development.

  According to the plan released yesterday, the Shenzhen section of the Hetao zone for science and technology innovation cooperation will seek coordinated development with the section in the Hong Kong SAR. The two complement each other with their respective strengths, making the cooperation zone a key engine for the high-quality development of the Greater Bay Area.

  By 2025, a mechanism will be established to support the scientific and technological innovation cooperation between the two regions, the plan states, as the reconstruction of the Huanggang checkpoint will be completed to speed up customs clearance procedures. By 2035, the Shenzhen section is expected to become a world-class research hub with innovation exchanges, supporting the development of the Guangzhou-Shenzhen-Hong Kong-Macao sci-tech innovation corridor.

• Hong Kong's government said on Tuesday that it had set up a task force to "enhance" stock market liquidity in order to strengthen the city's competitiveness and the development of its capital market in the short, medium and long term. The task force will “review internal and external factors affecting market liquidity, including the listing regime, market structure and trading mechanism” and make recommendations to promote Hong Kong’s stock market to issuers and investors, the government said in a statement. Chaired by Carlson Tong, the former chairman of SFC, the task force will include members from the financial services sector, regulators, government officials and representatives from the city’s stock exchange.

• Hong Kong's Securities and Futures Commission(SFC) has frozen a number of client accounts under the care of six brokers in a joint operation with the Independent Commission Against Corruption(ICAC) over suspected market manipulation.The SFC has issued restriction notices to six brokers, including Futu Securities International. The investigation found a syndicate was suspected of ramping up the share prices of two listed firms from December 2022 to August 2023 to inflate the market capitalization of the two firms in order for them to be included as constituents of some major market indices, after which the syndicate members could sell their shares to index tracking funds at inflated prices.

• A total of 1.28 million guests checked in Macao's hotel establishments in July, leaping over three fold year-on-year, Macao’s statistics department said on Tuesday. The average occupancy rate of guest rooms in July rose to 89 percent. Guests from the Chinese mainland and the Hong Kong SAR jumped by 3.2 times and 12.6 times year-on-year to 946,000 and 200,000, respectively.

  澳门7月酒店住客同比上升3.4倍：澳门特区政府统计暨普查局8月29日发布消息称，澳门7月客房平均入住率同比上升50.2个百分点至89.0%；7月酒店业场所住客同比上升3.4倍至127.9万人次。中国内地、中国香港的住客分别增加3.2倍、12.6倍，达94.6万人和20万人。

• China's state-owned enterprises (SOEs) and state holding enterprises saw their revenues and profits grow in the first seven months of 2023, the Ministry of Finance said on Tuesday. Revenues hit 47.72 trillion yuan, up 4.3 percent year-on-year, while profits reached 2.73 trillion yuan, an increase of 3.9 percent from a year earlier.

• Alibaba Cloud announced Tuesday the launch of a digital transformation lab in Japan as it seeks to work with local businesses to accelerate digitalization. The lab, mainly targeting sectors including retail and logistics, aims to co-develop innovative industrial solutions with participating members in Japan, according to a press briefing held in Tokyo. Under the program, Alibaba Cloud and its technology partners will provide resources such as cloud computing, AI services, and industrial know-how for program members to upgrade their services.

• Some Chinese airlines have delayed increasing the number of flights to Japan after online ticket searches fell in the wake of Japanese authorities releasing radioactive wastewater into the ocean on Aug. 24. Bookings to Japan have fallen by about one-third this week from the previous seven days, with a jump in refunds, a Chinese carrier told media. Online searches for air tickets to Tokyo and Osaka nearly halved after Aug. 24, according to data from several travel agencies. The price of airfares from Shanghai to Tokyo for the middle of next month was also down 10 percent compared to last week.

• Responding to a higher fuel costs, some of China’s top airlines are hiking prices on all domestic fares. Online travel platforms today have been notified by carriers including China Eastern and Qingdao Airlines that they will add a 60 yuan fuel surcharge for a millage under 800 kilometers for adult passengers and 110 yuan above 800 km. The adjustment will become effective on Sep. 5, which is the second increase this year, doubling the current fees.

  燃油附加费9月再涨近一倍：8月30日，多家OTA平台表示收到中国东方航空公司、青岛航空等航司口头通知称，受油价波动影响，自2023年9月5日（出票日期）起，成人旅客：800公里（含）以下航线每位旅客收取60元燃油附加费，800公里以上航线每位旅客收取110元燃油附加费。此次调整为2023年以来燃油附加费的第二次上涨，较上月涨了30/50元，已接近去年年底的60/120元。

• Asia's largest oil and gas producer PetroChina’s first-half net profit growth slowed to 4.5 percent year on year to reach 85.3 billion yuan, partly due to the high base in the same period last year when its interim net profit soared 55 percent. Revenue went down 8.3 percent to 1.48 trillion yuan, which the oil giant attributed to lower prices of oil and gas. Total crude oil output increased 1.2 percent year on year to 392 million barrels while gas output rose 7.3 percent to 2.42 trillion cubic feet, China’s second-largest oil refiner announced today.

• China's largest insurer Ping An Insurance yesterday said its first-half net profit dipped 1.2 percent yearly to 69.8 billion yuan, partly due to market volatility. Operating profit for the first six months fell 5 percent to 82 billion yuan. Its major business, life and health insurance, fell 1.7 percent yearly to 58.6 billion yuan. The value of new business in the first half, however, jumped 32.6 percent year-on-year to 26 billion yuan. The banking business showed strong growth, with the net profit rising by 14.9 percent to 25.4 billion yuan. The net interest income decreased 2.2 percent yearly to 62.6 billion yuan, as the annualized net interest margin dropped 0.21 points to 2.55 percent. The first-half profit of asset management business slumped 62.3 percent yearly to nearly 2 billion yuan and the operating profit of the tech business dived 57.6 percent to 2.3 billion yuan over the same period.

• The Agricultural Bank of China saw its half-year net profit increase by 3.48 percent year-on-year to 133.2 billion yuan. First-half operating income reached 365.8 billion yuan, up 0.7 percent. But net interest income declined by 3.25 percent to 290.4 billion yuan. The net interest margin was 1.66 percent, while the net interest spread was 1.49 percent. Both decreased by 36 and 37 basis points respectively year-on-year. The bank's total non-performing loans as of June 30 stood at 294.4 billion yuan, up 23.3 billion yuan from the end of last year. But its non-performing loan ratio decreased by 0.02 to 1.35 percent from the end of last year.

• Pinduoduo beat second-quarter revenue estimates on Tuesday, as the discount e-commerce platform attracted price-conscious customers in China and its international shopping site, Temu, continued its rapid growth. The company said revenue jumped 66 percent from a year earlier to 52.3 billion yuan in the second quarter. Net profit attributable to ordinary shareholders rose to 13.11 billion yuan from 8.9 billion yuan a year before, with a profit margin of 25 percent.

• Chinese EV start-up Nio predicts its third-quarter deliveries will soar by as much as 80 percent as it becomes the latest major electric-car builder in China to benefit from a release of pent-up demand. Nio said yesterday it would hand 55,000 to 57,000 vehicles to Chinese customers between July and September, up by at least 74 percent from the same period a year ago. During the second quarter, vehicle deliveries totaled 23,520 units, falling 6.1 percent yearly and 24.2 percent over the previous quarter. Nio said its net loss in the second quarter widened by 27.8 percent on the year to 6.1 billion yuan. Revenue slipped 14.8 percent to 8.77 billion yuan. Interim net loss widened by 138 percent year-on-year to 10.8 billion yuan.

• Xiaomi Corp yesterday reported better-than-expected profit after cost-cutting efforts and a focus on more expensive mobile devices helped buoy margins and offset a moribund smartphone market. Interim adjusted net profit jumped 69.5 percent to 8.4 billion yuan from a year ago. Revenue, however, fell by 11.6 percent to 126.8 billion yuan in the first half, as the global smartphone market continued to witness subdued demand. Xiaomi's R&D expenses totaled 4.6 billion yuan in the second quarter, reflecting a 21 percent increase compared to the previous year. It anticipates its R&D investment to surpass 100 billion yuan over the five-year period spanning from 2022 to 2026.

• China's food and beverage market has shown signs of a fast-lane recovery, with a number of A-share listed catering firms reporting growth in their first-half net profits. Top Chinese hotpot chain Haidilao released its interim report on Tuesday, which showed that revenue rose 24.6 percent year-on-year to 18.9 billion yuan. Net profit reached a record 2.26 billion yuan. Its rival Xiabuxiabu Catering turned a loss of 278.2 million yuan in the first half of 2022 to a profit of 2.12 million yuan this year. China Quanjude Group realized a net profit of 27.9 million yuan, a growth of 118 percent year-on-year, its interim report showed. Tongqinglou Catering also achieved a rapid recovery. The China Time-honored brand had first-half revenue of 1.08 billion yuan, up 45.2 percent, and net profit was up almost 590 percent to 146 million yuan.

  餐饮类公司上半年业绩亮眼：今年以来，促消费政策持续显效，餐饮消费市场整体呈现良好恢复态势。8月29日，海底捞发布中期业绩，报告显示，海底捞期内营收为188.9亿元人民币，同比增长24.6%；净利润22.6亿元，创上半年业绩新高。呷哺呷哺8月27日晚间在港交所公告，2023年上半年，集团期内实现扭亏为盈，利润为212万元。上半年，全聚德实现归母净利润0.28亿元，同比增长118.28%，扭亏为盈。老字号品牌同庆楼上半年营业收入10.82亿元，同比增长45.18%；归母净利润1.46亿元，同比增长589.46%。

• A number of Chinese mainland-listed firms whose shares are trading below par have reportedly said major stakeholders will not go ahead with plans to pare their stakes after the securities watchdog stiffened the requirements as part of measures rolled out at the weekend to boost investor confidence and spur the ailing stock market. Thirty companies said yesterday that major shareholders will not proceed with stake sales, while 10 others announced buyback plans. Many more are likely to follow suit as approximately 150 of the listed firms have announced repurchase plans within less than two weeks.

  上市公司股东回购潮持续：29日晚间，中微公司、中科软、科士达、凯中精密、得润电子、龙津药业等30多家上市公司公告，公司的控股股东、实际控制人、持股5%股东、董事或高级管理人员决定提前终止减持计划。另外，29日晚间，又有近10家上市公司加入回购大潮。其中包括九安医疗、中远海控、华熙生物等行业龙头公司。同时，据不完全统计，8月18日至今，11天内，A股市场发布回购预案的上市公司数量已接近150家。

股市收盘情况

• Chinese stocks edged up on Wednesday with the benchmark Shanghai Composite ticking up 0.04 percent and the Shenzhen Component advancing 0.3 percent. Hong Kong’s Hang Seng index ended almost flat while the TECH index dipped 0.9 percent.

  A股微涨港股收跌：周三大盘早盘冲高回落午后窄幅震荡，三大指数涨跌不一。截至收盘，沪指涨0.04%，深成指涨0.26%，创业板指跌0.05%。沪深两市全天成交额9843亿元，较上个交易日缩量528亿。北向资金全天净卖出24.63亿元。港股恒生指数收跌0.01%，恒生科技指数收跌0.92%。
